The Philadelphia Energy Authority (PEA) is an independent municipal government entity established in 2010 by Philadelphia City Council and Mayor Nutter. Its core focus is promoting energy affordability and sustainability by serving as a catalyst for the growth of a robust, equitable, and diverse clean energy economy in Philadelphia. PEA’s mission involves developing long-term energy projects, policy, education, and market-building activities, with a vision to position Philadelphia as a national model for leveraging clean energy to address the climate crisis, create local jobs, and drive economic development. In 2016, PEA launched its flagship initiative, the 10-year Philadelphia Energy Campaign, which aims to invest $1 billion in clean energy and energy efficiency projects across key sectors like Public Schools, Small Business, City Buildings, and Affordable Residential.
To achieve its goals, PEA manages and facilitates a number of key programs and projects. It developed the Philadelphia Green Capital Corp. (PGCC), a non-profit green bank that provides low-cost financing and attracts capital for clean energy projects, generating investment in support of the Energy Campaign. PEA also leads “Built to Last,” a program that coordinates services for low-income homeowners, offering a whole-home approach to housing preservation by combining health, safety, and energy efficiency improvements. Additionally, PEA plays a crucial role in large municipal projects, assisting with the Philly Streetlight Improvement Project to convert over 120,000 streetlights to LEDs and procuring utility-scale clean energy through Power Purchase Agreements, such as the 70 MW Adams Solar PPA, to power City operations.
